This version is much more versatile and easier to implement than the original. Instead of having to include files on all the pages, you only modify a few. Pages can be added/edited/deleted from the admin console.

Sets a minimum post count for individual forums. Members will be required to meet that minimum before being allowed to post in that forum. Forum ids and minimum counts are hardcoded in this file, meaning you have to edit this file to add or remove a forum from the list.
