This adds a shout box function. Admins and members who posted "shouts" can delete them, otherwise they will be automatically replaced based upon the quantity limit set in the admin config_features page. An anti-spam feature is included.

v1.1 adds the ability for all users to reverse the selection/display order of shouts (oldest vs newest first).
